Hyperlink a vlookup?

Hey you wonderful brainboxes!
(on 365)
I've a 2 parter......
a) I need the green cells to turn red if they have any text in except 2 or 3. So Cells B2, C2, D2, J2 & K2 are correct. How do I get E2 to turn red no matter what ID is put in there? (there's 8000 possible IDs)
b) Can I then get it to hyperlink the ID in E2 (for example) so they can click on that ID and it will take them to the "Practice" tab and the cell with that ID on?
