How using VBA can I arrange the points to be plotted?

I am creating a radar chart like the one you see in the image that depends on the table on the left, each point is arranged by hand, which makes it tedious and time consuming.

How can I calculate the x and y values based on columns D and E? D determines the ring where it will be located and the E the quadrant in which it belongs.
As you can see in the image, I have the coordinates in the graph, but how do I make sure they are not overlapped?
