How to use OFFSET with values inside formula?

If I have the following value in Cell A5: =TRANSPOSE({15,12,43,54,75}), in Column B5, I can do =OFFSET(A5#,-1,0). But if I were to remove the formula in A5, and just use, =OFFSET(TRANSPOSE({15,12,43,54,75}),-1,0) it does not work. Does anyone know how I can remove the formula in A5 and put everything into 1 single function?
 
Offset needs a cell reference & so won't work with an array.
You could use
Excel Formula:
=VSTACK(A4,DROP(TRANSPOSE({15,12,43,54,75}),-1))
