How to Use File, Options in Excel 2016 for Windows Without Mouse

While I am able to use a mouse, I have worked with enough people with disabilities to know there are people out there who need to work without the mouse. I know about Alt and the menu options, but when I went into File, Options with the areas of General, Formulas, Proofing, etc. I don't see any way to work with them without a mouse. I have searched on the web and asked at Microsoft, but haven't received any answers. I am using told use Alt and the menu letters show up, but that is not true in File, Options.

Just tried something new.
In File, Options, press the first letter of the category:
G for General, F for Formula
After it goes to Formula, you will see letters underlined in the different categories:
Press Alt and the letter to choose the item.
Automatic
Automatic except for data tables
Manual
