How to turn URL into "fragments"

Hello,
I am making a review list for some videos on google sheets, and can't get to an answer, why google sheets on some links gives the option to "fragment" and URL and for some does not.
I don't even know if the word fragment is the correct translation of the word we use. I tried to ggole it but unsuccessful.
I am adding a screenshot of the issue. In the red rectangle is what I would like to achieve for all of the links in the column.

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
UPDATE: the so called "fragments" are actually chips. Hope this helps.
