How to set the default "Show Sheet Tabs" behavior every time I open a new Excel file?

I encountered this situation in Excel 2016.

Whenever I open a new blank file, the default sheet tab (at the bottom, displaying sheet names like Sheet1, Sheet2, etc.) is hidden.

I have to go to File/Options/Advanced and check the "Show sheets tab" box to make the sheet names appear.

However, when I open a new file (Ctrl-N) or open a new one from the Excel icon, I have to manually select the option, as it's not the default behavior.

Has anyone else experienced this issue? Please share your insights.

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)

Are you saving the file after you have changed the options, in your Excel Start folder (as a replacement for the Book file already there, save under a different name, delete the old file, rename the new file as the old files name)?

Thank you for your response. I have tried everything as you suggested, and it still hasn't worked. Every time I create a new file, I have to go into the Options to set it up again

Do you have a book.xltx template file?

Can you post a screen shot of the top part of your excel window?

After several unsuccessful attempts, I had to reinstall MsOffice, and everything is working fine now. Thanks to everyone for your kind support!
