how to set Format before Excel file is opened

I ahve to restrict the exponential format that is displayed for a general format of the cell.I have tried defining custom format for that particualr row .But since i am exporting my data from VB to excel ,i dont know which column it is goign to display my Numeric data .I want to predefine the formatting style ,so that whenevr it opens the excel sheet it should display the custom format for any numeric data
