How to randomly change entries on this simulater

Hi, I am adding to my sheet a trading simulator. Out of 100 trades, the Win Rate, for example, is 60% (60 trades will Win out of 100). On the spreadsheet, I want the R-Multiple colum to reflect this by showing 60 (3.00) and 40 (-1.00). Each Win is represented by a ‘3’ and each loss by ‘-1.00'. I use a 1 to 3 win to return ratio.

Therefore, if I change the ‘Win Rate’ to 74%, there will be 74 (3.00) and 26 (-1.00). On top of this, it will randomly change the entries in the B10:B19 cell ranges each time the ‘Win Rate’ is changed. If I change, the ‘Winning R-Multiple’ from ‘3 ’to ‘2’, it will reflect the change on the ‘R-Multiple’ Colum and randomly change the entries in B10:B19.
