How to move the X-axis labels down below the chart when the Y-axis values are reversed?

I created a chart but needed the Y-axis values to be reversed (high-low vs low-high). When I did that, the X-axis labels moved up above the chart. I have tried everything I could find to move them down, but they are stuck up there.

What am I missing?

I thought I tried that several times. I think I must have changed some other settings and got the chart all messed up.

I just deleted the chart and started over. This time, when I clicked on Values in reverse order, I also clicked on Maximum axis value. Thank you.

IMHO, moving the axis by default is a poor design choice. What percentage of people who want a reverse Y-axis also want the X-axis labels at the top of the chart?
