How do you make a box or column wider for a certain area while leaving the rest of the column below unchanged?

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
That's not possible.
All cells in the same column are always the same width the same is also true with rows.
All cells in the same row are the same height.

I must not be explaining well, I have seen cells taller and wider than cells below it.

You may have seen a cell that is taller than the one below it or perhaps you've seen two cells next to each other that were either merged or Center Across Selection 'ed above two individual cells.

That may be exactly what I saw, I just didn't know i was seeing it!

Select the cells you want to join, right click and select Format Cells from the pop-up menu. The Alignment tab will give you options.

Do not use Merge Cells. It will cause unbelievable headaches down the line. Instead, from the Horizontal drop down, choose Center Across Selection.
