How to make an automation of project base on skill criteria

Dear all,

I have a question about automation in excel.

In the "composition" sheet, I need to assign several projects (column E) to each employee (total 60 employees) according to the required number of employees in the "staff_need" sheet.
The projects will be valid for 3 working days, and on the 4th day, they must be reassigned randomly based on the applicable criteria.
Each project has employee criteria (see the "staff_need" sheet, column SKILL CRITERIA), for example, PROJECT_A requires employees with PBK or MULTI skills, and the required number is 0.31 or 1 person (if rounded up).

Repeat Last Command
Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
This seems to be quite good task to be solved with Excel Solver (tool which is installed during Excel instalation, but has to be activated in options). Use evolutionary solving engine and constraints that each of the staff can be assigned (at given time) to onlu one project).

Sir, thank you. Excel Solver is very fresh for me. I have to learn it first. ^^
