How to make a call enter a value?

I am looking to make what I enter in a cell (a date) to a number (a cost).

For example:

26/07/2016 in one row, I want to make this equal 17.1 in another cell so that I ultimately have a column of dates that will equal numbers, then I want to add them all as a total costing per year.


Can someone please help me out?
