How to lock a row in place

Hello,

I have created a product offer template for my company with excel. It includes a section in which the person creating the offer can input products, prices, etc. and information about our shipping policies, etc. I have formatted it as a printable page layout with margins, so it's easy to export to a PDF when they are finished. Because this will go out to potential customers, I have used the first row and the last row on the page like the word header and footer function, having our company logo at the top and our address at the bottom.

I would like to lock these "header/footer" rows so that their row number is not changed if rows are added or deleted above them, causing the sheet to have to be reformatted. Is this possible? Or is there an option in excel to actually have a header and footer with certain layouts?

I've looked around a lot of different forums but everything relating to "locking" rows talks about the freezing function or locking for protection.

Do you hate GETPIVOTDATA?
Prevent GETPIVOTDATA. Select inside a PivotTable. In the Analyze tab of the ribbon, open the dropown next to Options and turn it off
Why didn't you simply use the Header / footer function in Excel
Insert tab >> Text menu>> Header/Footer

Well, I suppose I've never used excel in this way and just didn't realize it was there and must have skimmed over it when I was looking in the insert tab. Feel pretty silly though since it's right there. Thanks.
