What I want to be able to do is basically the same thing as opening up a file in a hex editor and then copying all of the hex data into a cell into a spreadsheet. The reason why I can't do that is because some of the files that I will be using have to much data to fit in my clipboard.

Would you be happy with a solution which involved VBA?

Can you show us an example of the 'hex data file' and describe its structure?

Do you literally want to copy "all of the hex data into a cell", or do you want each line of the hex data file in a separate cell, on a separate row, or something else?

I assumed that it would involve VBA so yes that's fine. And I want to be able to do this with any type of file structure. And lastly, I do want to literally copy "all of the hex data into a cell. I also need to be able to convert the hex data to decimal format.

No, you can't bypass it - that's why it's called a limit.

I'm intrigued though... can you provide a sample of your input and what you want it to look like after it's been imported and converted into decimal format?
