How to Ignore Year in Date

Hi all first of many posts to come here :) . I am trying to write a formula that looks at between dates but ignores the year. For example, if a birthday is between the first of January and the thirteenth of February, the year is irrelevant as it can be any year. Bearing in mind dates of birth will be recorded with a year, how do i get Excel to disregard the year?

If a birthday is between February 16 and March 2, the year certainly does matter. February sometimes has leap days. So what are your really after?

Oh that was just an example. Essentially there are 3 cut off dates in the year so if you miss the deadline for the first cut off then you go into block 2 but if you made the deadline you would be in block 1. The blocks could be over any time span though all i need is to determine which block people come under based on date and month, irrelevant of the year.
