How to Highlight cell Text After MATCH With Paragraph in Text / Number ???? Make alert Status ???

EXAMPLE : Like Certificate Number & Date Matching With Paragraph Text , I try Match Condition Text With Paragraphy

Both Text Are Match : Condition Show is "TRUE"
Both Text Are Not MATCH : Condition Show is "FALSE"
