How to total the visible cells?
From the first blank cell below a filtered data set, press Alt+=. Instead of SUM, you will get SUBTOTAL(9,)
Welcome to the Board!

I am not quite clear exactly what you are trying to do (are you looking for the total number of surverys depending on how many bad ones you have so far, or just how many more you need?).
Using the example you posted, please walk us through the logic showing us how to arrive at the value you want.

I want to see the needed number of surveys depends on how many bad surveys I have. Apologize for confusions

If number of Bad Surveys is in cell B2 and the percentage you need is in cell F2, then use this formula:
Excel Formula:
=B2/(1-F2)
which will return 40 in your example.
