Not sure if the OP has further calculations that use these random numbers but formatting the number like that will not actually limit the value to 5 decimal places, only the 'appearance' of the number. Perhaps instead
=ROUND(RAND()*0.94-0.57,5)

For limits -0.57 and 0.37, why not just...

=RANDBETWEEN(-57,37)/100
