How to filter and assign to fixed size groups automatically?

Actually using Google Sheets for this but there's a lot of overlap and I'm open to ideas.

Basically I have 2 columns of data - Value and Inclusion. I want to populate other sheets with the data automatically, but with a maximum of how many values a group can have before overflowing to the next group. Example image shows 3 groups with a max of 5 count.

Not really sure how to approach this. Any help is appreciated.
 

Excel Facts

Move date out one month or year
Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
