How to extend a dataset

I would need to adjust my dataset in excel, exactly as it is exposed here:

Hi,

Maybe I'm not understanding this correctly... I'm thinking all you need to do is:
1. copy your whole data set
2. paste in after the bottom, twice (now you have 3x your data set)
3. sort by ID, year

If this isn't doing it, please elaborate the requirement.
