How to differentiate duplicates using logic

Hi all! I'm having trouble figuring out how to differentiate duplicates serials, using cell formulas.

- For all INSPECT items, (FOR A SERIAL) , a comment will be inserted in the ACTION 2 column ... following the below behaviour

SERIAL(1) .. ERASURE .... ACTION.... ACTION 2 (refer to screen shot)

- IF ALL ERASURE states are the same, then >> DELETE ONE

ZBHLLS0F .. (BLank cell) INSPECT DELETE ONE

- IF THere's a failed and successful ERASURE, ......
ZBHLLSAF .. Failed INSPECT DELETE
ZBHLLSAF .. Successful INSPECT GOOD

- IF THere's a BLANK CELL and FAILED......
ZBHLLSAF .. Failed INSPECT BAD
ZBHLLSAF ..BLANK CELL INSPECT DELETE

IF THere's a blank cell(empty) and successful ERASURE...

IF there's two BLANK and a FAILED,....
