Can you sort left to right?
To sort left-to-right, use the Sort dialog box. Click Options. Choose "Sort left to right"
In this pattern, the third character is deleted which is a zero in all instances

Simple LEFT and MID functions can handle this:
Excel Formula:
=LEFT(A1,2)&MID(A1,4,LEN(A1))
