How to create fixed scatter plot axes in Excel 2013

I have an x-y scatterplot which draws its data from a simple two column database that has several additional columns with associated demographic data. I have manually set the axis scales using the format axis window to be consistent at +/- 20% for both the vertical and horizontal axis.

When I filter the database using one or more of the demographic columns, thus reducing the number of data points to be displayed on the scatterplot, the chart axes reconfigure to new scales. I have repeatedly re-set the scales to the desired 20/20 configuration. When filters are not applied, the chart uses the original 20/20 design; when I filter the data, it adjusts to an automated set of scale values. There is no "fixed" option in Exccel-2013 format axis window to make the scale changes permanent. Following the advice of a previous viewer, I even restarted my computer to see if that would set the scales to permanent values. No luck.

Can anyone advise me how I can create a 2013 scatterplot with fixed horizontal and vertical axis values THAT NEVER CHANGE ??? Thanks for any help you can provide.

I can't reproduce that behaviour. To revert to Auto scaling Bounds I have to press the Reset button on the Format Axis dialog.

Thanks for sharing that observation. It prompted me to copy the source data to a new workbook and then replicate the steps I mentioned in my post. Bingo - everything worked properly. Why the test case that I used for my post malfunctioned - it still is malfunctioning - remains to be seen but it's probably a worthy exercise just in order to know what not to do in the future. Thanks so much for your prompt response and indirected fix!
