How to create an Excel "sliding" bar chart

Howdy folks. I'm looking to create a sort of "sliding" bar chart in Excel. This chart will have a "whisker" that extends out to 100% and the bar chart will only fill the appropriate space among the whisker.


Could anyone help me recreate this chart in Excel?

Author John Walkenbach was Mr Spreadsheet until his retirement in June 2019.
A NORMAL VERTICAL BAR CHART ( or horizontal ) fills the bar according to the data value, so a 2 axis chart with second axis having a value of 100% would seem to fit your requirements - if you need the top to the whisker that can be applied manually...........

Thanks for the info. Though how would I get the primary axis to overlap the secondary axis?
