How to Create a Lookup on Two Variables

I am trying to create a query that will return a value based on two variables. I want to know what the intersecting value is for my variables. Using the table below, if beneficiary is 60 and participant is 30 then the value to return is 31, likewise if beneficiary is 70 and participant is 10 then the return value is 58. Any assistance you can provide is greatly appreciated.

Beneficiary Age
Participant 50 60 70
10 30 45 58
20 25 35 46
30 28 31 39
40 34 33 36
50 42 37 36
60 51 44 40
