How to correctly use Conditional Formatting

Hi

I was wondering if anyone can help.

As the picture shows that, when $B:B=0, I want all the row filled in with green.


It does work, but there are some mistakes happens from row 16 to row 23. I dont understand why. Hope someone help me.

There are two pictures, the one has red circle is incorrect. What the other picture shows is what I want
