How to compare beside column and set up condition formatting?

I am going to draft one report which will compare data with previous month. Here, I have attached example sheet to give more ideas on it. I would like to compare beside column data and set up background color for better understanding and easy to read this report. So, How can I do it on excel? I am using 2007
