How to Collect Data after Cycling?

In reference to the linked spreadsheet below: I want to collect time and H data starting when cycle=6000, displacement <0.001. The problem is that there are at least 2 points where these conditions are met: Row 174 and Row 258 of the linked spreadsheet I want to start collecting at Row 258.
