How to change the "Decimal Number" into showing "Feet and inches" using Custom cell format ?

Hello Everybody,

I wanted to change the decimal number (NOT CONVERT) into showing feet and inches using custom cell format.
For eg:
1.If the decimal number is 5.9 then using custom cell format i wanted it to show 5'-9".
2.If the decimal number is 12.11 then using custom cell format i wanted it to show 12'-11".

Can this be achieved through custom cell format or a would it be necessary to use formula to achieve the goal ?
