How to change excel comment - tooltip formatting in windows 10

Hello All.
I really would love to be able to change the default formatting for excel 2016 comments.
IE the background colour and font (from bold to regular) etc.

I found a video on youtube that shows how this is done on windows 7, but I can't seem to work this out for windows 10 (64bit)

Can anyone shed some light on this conundrum for me please?

Really can't see how this is done simply in windows 10....
Can't see it anywhere on internet... help me please somone, It's driving me crazy! :-)

Excel Facts

Quick Sum
Select a range of cells. The total appears in bottom right of Excel screen. Right-click total to add Max, Min, Count, Average.
Comments have changed in Excel recently .
Confusingly Excel decided to rename the former "comments" - they are now called "notes.
And to add to the confusion they have reused the term "comment" but the new "comment" is quite different!

"Notes" are hidden away but can still be used

Add the Notes icon to the Quick Access Toolbar as follows:
right click on toolbar \ Customize Quick Access Toolbar \ Choose commands from ALL Commands \ scroll down to Notes \ select and click Add \ OK

Click on Notes icon when in a cell

I saw the word comment,,and tried that in ribbon,,, but no sxettings to change default comment formatting :-(

This is really bugging me.
Can't see how to change the default format of comments,,, or are they really called notes now? :-(

Perhaps what I suggested above applies to 365 and 2019
You may be able to check by right- clicking on cell. Is the option there to add comment? (if so, that is the original comment, and you should be able to do what you want )
Adding the "new" comment is done via the Insert Tab

Sorry, I replied late last night and it appears I have somehow done a typo on my reply Yongle, very sorry for this.

Youu say about "right click on cell", to do what I want,,,,,,sorry Yongle,, but that was the whole point about this post,,
You can't adjust the DEFAULT comment settings there. Sure you can @Right Click' and edit the comment,,, but this post is about changing the DEFAULT settings in windows 10 for excel 2016 so when I create a new comment it is formatted as I want from the geckgo.

That said,, you did mention about excel 2019....is it possible to do this, (change default formatting of a comment (now called note?) in excel 2019?

Not sure what the advantages are of 2019 ,, I'll have to read into it.
