How to calculate how many rows meet a time check criteria

Hi All,

I have a two columns of data in column b and c. Column B holds a start time and Column C holds a finish time.

I need a formula in Cell E1 that can count the number of rows where a time that I insert in D1 is between the start time and finish times that are listed in Column B and C?

Any help appreciated.
