Which Excel functions can ignore hidden rows?
The SUBTOTAL and AGGREGATE functions ignore hidden rows. AGGREGATE can also exclude error cells and more.
You can't put a border through the middle of a cell. The only thing you can do is use a drawing element, or format the first date with an underline.

Also, depending on how you use the data, putting both dates in the same cell could be a problem. It means that they are text and so you cannot refer to the dates in formulas. A better practice is to repeat the No, Name, and Amount with a different date.
