How to add and subtract a number with percent

This is my situation: I have a table where I need to enter random general numbers (product costs) and subtract and/or add percentages. It has to do with a price sheet, I have a price to which I add VAT and/or subtract sale and rebate in % of different values. The 'sale' and 'rebate' fields are not fixed values, while the VAT is fixed.
(Office 2010) I attach image.

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
