How to add a number in front of a number sequence in bulk

I have the following rows. I use Google Sheets so I need the = formula

County is ROW L1
Parcel is ROW M1
NEW PARCEL is ROW N1

How do I fill in the blanks and I want the parcels to have an R in front of them.

So, BLANK 1 is row N2 and the end result should be an equation in which the answer is R020101100000003
So, BLANK 2 is row N3 and the end result should be an equation in which the answer is R020104410004017005
So, BLANK 3 is row N4 and the end result should be an equation in which the answer is R020104410004033
