but i have seen worksheets post here that you can actively scroll up and down.
i.e the sheet is many hundreds of rows but what you see in the posts is only 10 rows and then there is a scroll to view the rest!

No, that isn't an image of a spreadsheet. That is VBA code.
The reason why the scroll bars are there is because it was posted used CODE tags around it. That scrolling functionality is built-in to the CODE tags, whcih helps to keep spacing and makes VBA code easier to read on the board.
You wouldn't use CODE tags for posting images to the board.
This has been discussed many time before (if you search this forum, you can find some of those converstaions if you are interested). Bandwidth is a major concern. In a nutshell, there are no plans to make any changes to that policy in near future.
As Kristy said, lots of people upload their workbooks to other sites, and post a link to the file.
