How do I query data from web site?

I want to do the following:

1. Create a connection to a site like this one.
2. Filter the data based on SITE.
3. Select a date and populate a form for that SITE/Date

I created this spreadsheet that takes care of steps 1 and 3, but I am hung up on step 2. How do filter the list so it only shows dates for the selected site?

I need your creative help? I am open to using VBA, Active X Combo Boxes, whatever you think would get the job done.
