How can we give read-only access to hundreds of users ( without any license )

Hello,

We have 3 Pro license for developers of dashboard in Power BI.
But now we want to share it with around 100 users. Is there any way to let them see dashboard with read-only permission, without any license?

Note: Each user allowed to see only his location information in the dashboard.

Any kind of solution will be appreciated.

I'm not an expert by any means - I've just found these things out the hard way.

For the first problem. The report needs to be published to a workspace that has premium capacity (i.e., it has a diamond next to its name). You then need to publish an app for the workspace. Users without a Pro license are then able to access the report(s) through the app.

Note: Each user allowed to see only his location information in the dashboard.

If you haven't yet figured this out, I think you'll best handle that through Row Level Security (RLS guidance). I can't help you with that though as I have never dealt with that - it's not a requirement for me currently.
