how can I get a name to be highlighted (Red) if they have been Terminated.

I have a list of names in column c4:c40 the lookup list of names is G47:G86 and over 5 to v47:v86 that is the list were it says Terminated

You can use Conditional Formatting, using the formula option to do this.

Select the range C4:C40 and go into Conditional Formatting and enter in this Conditional Formatting formula:

=VLOOKUP(C4,$G$47:$V$86,16,0)="Terminated"

and choose your red highlighting format option.
