I assume the frequencies are calculated - how are you calculating them eg countif(A1:A10000,9)

The frequencies was calculated with the data analysis, analysis tools (histogram). data not smallest than 1 or greater than 59.

It counts values that are >59. shg - is this because there is a limit on the number of bins?

No; FREQUENCY returns an array one longer than the Bins array. The last element counts the number of values larger than the largest bin.
