Hiding two rows of data based on one row meeting criteria.

I have an alarm panel that generates a CSV file for alarm events
If I bring the data into excel it is easy for an alarm OFF event to find the corresponding alarm ON event and calculate incident time.


Problem
I want to filter out events 5 seconds or less
This is easy for the alarm OFF event, but no correlation to the alarm ON event exists to filter that entry.


How can I hide both the ON & OFF entries for the example below for ALARM 03




Alarm State Event date & Time Incident TIME


Alarm 04 OFF 2018/05/01 0:00:30 00:00:30
Alarm 03 OFF 2018/05/01 0:00:05 00:00:05
Alarm 02 OFF 2018/05/01 0:00:30 00:00:30
Alarm 01 OFF 2018/05/01 0:00:30 00:00:30
Alarm 04 ON 2018/05/01 0:00:00
