Hide "File menu" at startup

I would like to hide the "file menu" on startup so that users cannot go to Edit-->Delete Record while using the database. Currently, the only item that is checked in the "startup" menu is the "Display Status Bar" box, but the file menu is still appearing.

Does anyone know how to remove the "file menu"? Thanks

DoCmd.ShowToolbar "Menu Bar", acToolbarNo

this will turn it back on

DoCmd.ShowToolbar "Menu Bar", acToolbarYes
