Help with Vlookup

Hi, I spent hours trying to get rid of the N/A errors in my file.
First nothing worked because I used percentages. Then I converted to numbers.
Still have errors!
Any help and explaining is much appreciated!

i don't think I use correctly the mini sheet, the issue is in vlookup! Works for some vales but for other doesn't!
For example VLOOKUP(sales!B12;incentive!$A$2:$C$201;3;FALSE)*sales!$B$13 this works
VLOOKUP(sales!C12;incentive!$A$2:$C$201;3;FALSE)*sales!$B$13 doesn't
B12 and c12 are both numbers
