With this formula, why can’t I use the cell example (F7), instead of (65%), when F7 = 10% is where it is?

It gives me the correct answer written this way.

=ROUND((A2+10%*A2)/65%,2)

What are your trying to calculate?
What is the correct answer?
Did you try using Excel's Formula Evaluate?

We don't know; you tell us(!). After 345 posts, I think that you should know how to ask a question about formula behavior by now, in order to get the quickest and most applicable response.

At a minimum, explain "why can't I?". Do you get an Excel error (e.g. #VALUE ); if so, which one? Do you simply get an unexpected result; if so, what value? Show us your original formula; the one that does not work. And show us all values, ideally displayed with up to 15 significant digits. Copy-and-paste the formula from the Formula Bar. If you retype it into your posting, you might inadvertently correct the mistake that you have in the Excel file.

IF F7 is 10%, obviously you cannot use F7 in place of 65%.

If F7 is 10% and G7 is 65%, you could write simply:

=ROUND(A2*(1+F7)/G7, 2)
