Help with a scheduling system

Hello, I'm looking for a formula that would turn a cell a certain color (the intricate part is I need it to read a code from another formula where the name that will be placed which will be in a different spot everyday will look up a certain code like AA. If the name does not have an AA beside it I would like for that cell to turn red. Again the names will be in different order everyday so I would need it to lookup duplicate values then check the cell next to that for the "skill code" for said name. Ie. row B is names and Row C is skill codes to look up the name in row b and then scan row C to find out if that person has the correct skill code to be put in that location.

There would be multiple skill codes like AA/AB/AC/AD/AE in the row C cells
