Help with a formula

I want to make a formula or perhaps conditional formatting. Where if the a Cell (D90 is not 100%) and if the Cell (F90) is today's date or past today's date, then the (F90 Cell will turn/fill with RED).

The formula below should return TRUE when the conditions you mention are met, and therefore you can use it as conditional format. Be careful not to put "$" on cells references to make it change for each row.
Excel Formula:
=AND(F90>=TODAY(), D90<1)

Conditional formatting formula in F90
Excel Formula:
=AND(D90<100%, F90<=TODAY())

I think you want <=TODAY for F90 past today's date

It works! Excellent @AlphaFrog. One quick question, how do I do this conditional formatting for all the cells below it? i.e if I want this in F91, F92, and so on.. ?

Or better yet, How to I copy that conditional formatting formula to other cells below it?

Sorry, works fine on my computer. Alternatively you can use PasteSpecial : Format, or edit the target range in the conditional formatting rules manager.

Thanks @saboh12617, i did that, put for some apparent reason it is just copying the formula. Where I want the next row to be =AND(D90<100%,F90<=TODAY()). and then the next row to be =AND(D91<100%,F91<=TODAY()). and so on....

Hi Everyone,
Just for clarity, i have around 100+ cells that I need to do this for in Column F.

I want to make a conditional formatting formula. Where if the a Cell (D90 is not 100%) and if the Cell (F90) is today's date or past today's date, then the (F90 Cell will turn/fill with RED). Then same thing for (D91 is not 100%) and if the Cell (F91) is today's date or past today's date, then the (F91 Cell will turn/fill with RED), then so on and so forth. Is there way to do this in conditional formatting opposed to having to do 100 rules?
