Help setting a value if another value falls within a % of a range

Thanks in advance for any pointers!

I have a list of Percentages like this:

102.60%
101.90%
101.80%
101.20%
101.00%
100.80%
100.60%
100.50%
99.90%
99.80%
99.80%
99.80%
99.40%
99.10%
98.70%

I need a formula that looks at this range and ranks the results 1-5 based on what percentage those numbers fall in. For example the top 15% of those results should be rated a "1" in the resulting column the next 20% a 2, etc... I can get ranks of these numbers easily enough, but setting another value based on what percentage in the range that number falls into is eluding me.
