Help please

I am working on the following workbook Notes.xlsx but can't seem to get working.

What I need the program to do is:

1. Take two sentences or paragraphs and make them into one
2. I need the paragraphs and sentences to be punctuated correctly
3. There can't be any spaces between the paragraphs
4. If a paragraph has bullet points then I need the bullet points converted into a list with each item separated using a semicolon rather than bullet points.
5. Sentence case and all punctuation needs to be correct and is a high priority that it is correct

The reason for this program is because the excel database our work company has designed does not allow new line spaces meaning spaces in between paragraphs for notes or extra lines for each bullet points aren't allowed. Meaning an error occurs in the system when it is inputted.

Here is a real-life example (Community nursing service episode—goal of care, code NN 2 needs to be in one paragraph as the access syatem I copy the notes into dosen't allow spaces, bullet points, new lines, etc.
