HELP Needed - Need direction.

If you're like me you get excited when there is a challenge with a formula or process. Well. I am stumped. And I could use the collective knowledge of people here.
I have a spreadsheet where there are two rows which provide details to everything beneath it (Example: I2 is "cost") and the "details" from E6 until xldown is aligned to the "cost" e2. That is "easy" enough. However, "cost" can repeat an "x" number of times with the "details" below x number of times. I am at a loss on how to make this work.

I have nothing as I am lost on this one. (again where the starts are are variable).

Cost on E2 = 15.00
Details starting on E6 - Item 1
Item 2
Item 3
Item 4
Item 5

Cost on E 15 = $25
Details starting on E19 - Item 6
Item 7
Item 8

What i Need
Item 1 $15
Item 2 $15
Item 3 $15
Item 4 $15
Item 5 $15
Item 6 $20
Item 7 $20
etc.
