Help merging database with template

Help me merge these please?

Template:

Please change the column name with the tag group name you would like to create, and add tags as values. Also make sure, these tags are added under Manage tags option. You can add multiple new columns.

The problem lies in the phone number. The phone number comes in with Country code+area code. Someone please write a formula for merging these two files. THANKS!
