Heat Based Excel Bar Chart

Is there a way to have a gradient in a bar chart be absolute of 100%, but only the colors to the respected percentage show?

I'm trying to do a Heat Based bar chart. See the attached screenshots. The first image is what Im getting. The second Image is my goal. (Second image is photoshopped)
